This thesis develops a dual-focused framework that integrates Building Information Modeling (BIM) with change management strategies to transform the construction pre-tendering process. Grounded in the German context but adaptable globally, the research addresses technical challenges such as model accuracy, data standardization, and interoperability, while also tackling cultural and organizational resistance. The outcome is a practical roadmap that enhances cost accuracy, efficiency, and collaboration, enabling construction firms to move confidently “from BIM to Bid.”
